Various types of committees
assist LCOG to provide public services to member governments and
Lane County residents:
- Board and Board-related
committees,
- Citizen advisory
committees appointed by the agencys Board,
- Inter-agency advisory
committees to which the LCOG Board has delegated certain responsibilities,
- Inter-agency staff
committees, and
- Other related committees.
The Board Executive
Committee and the LCOG Budget Committee are examples of the first
group listed above. The following groups comprise the second type:
Senior Services Advisory Council (SSAC), Disability Services Advisory
Council (DSAC), Special Transportation Fund Advisory Council, Metropolitan
Policy Committee (MPC), Loan Advisory Committee, and Lane Economic
Committee. Committees of the third type include the Metropolitan
Policy Committee and the Joint Planning Commission Committee. The
Transportation Planning Committee (TPC) is the only current example
of an inter-agency staff committee.
At present, each citizen
advisory committee is required by state or federal law. For example,
the Special Transportation Fund Advisory Committee is mandated by
state law, while the agencys obligation to create and maintain
the SSAC is derived from federal law. These six committees are advisory
to the LCOG Board, the Executive Director, and staff. In addition,
LCOG provides staff support to the committees.
Inter-agency advisory
committees are creatures of local government and are formed to facilitate
joint planning among the units of local government in central Lane
County. Members are appointed or selected by the jurisdictions involved
in the committee and LCOGs Planning Services provides
staff support.
The TPC is required
by the Federal Highway Act and is comprised of personnel from the
larger units of local government in Lane County.
In addition to the
committees noted above, LCOG provides staff support to a large number
of other committees, including the:
- Regional Cable Television
Commission;
- Lane County Local
Government Boundary Commission (a state agency with members appointed
by the Governor);
- Public Safety Coordinating
Council (state-required with membership determined and appointed
by Lane County);
- Public Safety Answering
Points (PSAPs) (four in Lane County, required by the state for
9-1-1 activities);
- Regional Strategies
Board (required by the state, created and appointed by four counties);
- Economic Development
District Board (required by the Economic Development Administration,
made up of the LCOG Executive Committee and six members of the
Lane Economic Committee (LEC) and their counterparts from Cascades
West Council of Governments);
- Common Mapping Steering
Committee (CMSC) (staff committee from participating agencies);
- Regional Executive
Group (ORS 190 entity consisting of the CAO of the five Resource
Information System agencies);
- Regional Information
Officers (RIO) (staff committee created by Regional Executive
Group); and
- Wetland Executive
Team (created by partnership statement of the participating entities,
which are local, state, federal, and non-profit).
