Denise Kalakay, Senior Water Resources Planner, has worked at
LCOG since 1995. Denise has extensive experience as a project manager in
developing ground and surface water assessment and protection programs in
several cities and counties in Oregon.
The cornerstones of these programs are first to provide a technical assessment
and analysis of the resource and then to balance diverse interests to fit local
needs.
Denise serves as Project Manager in the Southern
Willamette Valley Groundwater Management Area, a 230 square mile area

with groundwater
contamination issues. She manages the regional process to improve water
quality, addressing total maximum daily
loads (TMDLs) in nine jurisdictions. Denise offers an array of technical and
interpersonal skills related to the analytical, economic, social, scientific,
and political aspects of water resource assessment and planning.
Denise earned her Master's degree in Urban and
Regional Planning at the University of
Oregon with a Minor in Water Resources
from Oregon State University. email
