Kay
Metzger, Director, Senior & Disabled Services, works with consumer
advocates, community partners, elected officials, and other stakeholders to
promote quality services to seniors and people with disabilities. Kay began her
career at LCOG as a volunteer, assisting with financial eligibility. In August
1990 she was hired as a case manager, initially carrying a case load of senior
clients residing in a rural area. She moved to supervision in 1994 and was project
manager for several new services/programs such as the Oregon Health Plan, the

Food Stamp coupons to an electronic debit card, and the implementation
of a statewide client data base called Oregon ACCESS. Kay also coordinated the
opening of two new branch offices, the Cottage Grove Branch and the Springfield
Branch (which, due to budget reductions, was closed in 2003). In 2002 Kay was
promoted to Program Manager and in 2006 she accepted the position of S&DS
Director. Kay has been a member of the LCOG staff since 1990. She holds a BA in
Psychology from Biola
