Susan Payne, Senior Planner, specializes in transportation modeling and analysis, transportation
air quality planning, natural resource planning, and research and data
analysis. She combines her background in
growth management analysis and transportation modeling to support the work of
the Central Lane Metropolitan Planning Organization. Susan works on
transportation air quality responding to Federal Clean Air Act and State
conformity rules. She developed analysis of local, state, and federal
environmental regulations relating to long-range regional transportation planning.

Susan performs computer modeling and analysis in support of transportation
projects, and has worked on residential buildable land inventories.
Susan
holds a Master's and Bachelor's in Landscape Architecture from UO, a MS in
Ecology, Utah State Univ., and a BS in Math/Computer Science from the
University of Melbourne, Australia. Prior to working at LCOG, Susan worked at
the UO's Institute for a Sustainable Environment, was a Research Assistant in
the Dept. of Public Administration at PSU, and a Research Scientist at the Univ. of Texas,
