Eugene-Springfield Metropolitan Area General Plan, or Metro
Plan, is this metropolitan area’s comprehensive plan.
Metro Plan policies and the Metro Plan Diagram
provide guidance on how land use, natural resources, public facilities,
and the local economy should be developed, designed, and/or conserved
over time, based on a broad range of citizen input. In essence,
the Metro Plan contains the vision for the future of the
Eugene-Springfield community.
The Metro
Plan planning process is an inter-jurisdictional effort among
the Cities of Eugene and Springfield and Lane County. LCOG maintains
the Metro Plan and related metropolitan planning documents,
and provides coordination and technical assistance and project management
of special studies and the metropolitan Periodic Review process.

Metro Plan Periodic Review
The
following Draft Metro Plan amendments are currently being processed
as part of Periodic Review of the Metro Plan. These documents are
subject to an approval process currently underway. The final documents
will be posted to the website when they have received final approval.
Periodic Review
is the process used in Oregon to update long-range, comprehensive
land use plans. State law requires that plans are current, consistent
with new state laws and administrative rules, and responsive to
changing local conditions. The metropolitan Periodic Review process
is outlined in the Periodic Review Work Program which was approved
by the Oregon Department of Land Conservation and Development (DLCD)
on May 25, 1995. Metro Plan text amendments and Metro
Plan Diagram amendments (to remove Urban Reserves) are
now being proposed to comply with Periodic Review. These periodic
review text and diagram amendments were funded in part by the
Department of Land Conservation and Development.
Metro Plan
Diagram amendments are also being proposed to make housekeeping
changes.
Refinement plan-related amendments are intended to reflect previously
adopted plans and new, previously approved developments, not to
initiate new amendments that differ from previous plans.

with Statewide Planning Goals (Goals), state administrative
rules (OAR), and housekeeping changes required by the Department
of Land Conservation and Development (DLCD) as part of the Periodic
