Willamette
Valley Livability Forum Executive Summary
On
February 27, 1996, Governor Kitzhaber accepted the recommendation
of a "blue ribbon" panel to create a Willamette Valley Livability
Forum. The result of several years of analysis and deliberation,
the Forum is to be a broad-based, voluntary effort to bring together
the business community, private citizens, and the many efforts of
local, state, and federal government to understand and shape the
development of the Valley in the face of rapid growth.
The
Forum will not be a "new level of government" and will have no regulatory
powers. Its mission statement is:
Enable
leaders and citizens to create and promote a shared vision for
enhancing the livability of the Willamette Valley and to advise
local and state officials on issues relating to the economic development
and physical environment of the Valley. The forum will discuss
common concerns, research and evaluate issues, and develop innovative
approaches to achieve the vision.
The
Forum will include up to sixty members from across the Valley, including
diverse representatives from private industry; local elected officials
and administrators; concerned citizens and interest groups; and
key state agency representatives.
The
Forum will educate leaders and citizens about development trends
and interrelationships among communities in the Valley; work with
communities to build a vision to shape the Valley's growth for the
next fifty years; and enable Valley leaders and citizens to work
together to implement this vision. Key elements of the Forum's workplan
for the next eighteen months include:
- identify
major trends and issues affecting growth and development in the
Valley
- inventory
and coordinate with Willamette Valley-based research and planning
efforts
- identify
elements of a preferred 50-year future for the Valley
The
Forum will help coordinate and focus existing efforts of local,
state, and federal government, as well as research universities
and the private sector. Phase I of the Forum's work will culminate
in a major conference and a "State of the Valley" report.
