PFSP 2023 Update

Project Summary:

The Eugene-Springfield Metropolitan Area Public Facilities and Services Plan (PFSP) is in the process of being updated. The PFSP is a refinement plan of the Eugene-Springfield Metropolitan Area General Plan (Metro Plan).  It satisfies state requirements for public facilities plans for Eugene, Springfield, and Lane County and addresses needs for water, wastewater, stormwater, and electrical facilities and projects.  The cities have adopted individual amendments to the PFSP since it was adopted in 2001, but the PFSP document itself has not been updated to reflect any amendments since 2011. 

This project is primarily funded through a grant from the Department of Land Conservation and Development (DLCD), the state's land use agency, and is intended to incorporate the revisions adopted by ordinance that have not yet been incorporated into the PFSP document; to revise, clarify and update the text of the PFSP to facilitate use by jurisdictional staff and the public; and to update the project lists and maps.  Revisions may also include changes to the plan amendment process.

Proposed Changes to the Current PFSP

The public was invited to comment on the proposed changes to the PFSP; the public comment period was open from November 30, 2022 - January 10, 2023. The funding provided by DLCD did not include an entire rewrite of the PFSP. For that reason, only portions of some of the chapters have been updated. Previous iterations of the PFSP have been shared on this site. A final draft of the PFSP is currently being prepared and will be available on this site in the Fall of 2023. The bulk of the proposed changes appear in Chapter 2, which provides the project lists and map of public facilities projects, including water, wastewater, stormwater, and some electrical projects. The current version of Chapter 2 in the plan includes references to plan policies that were amended in 2011 and which will now appear only in the Metro Plan.

Chapter 3 of the current plan sets forth the Metro Plan policies related to public facilities and services provided in the metro area. This update will remove those policies from the PFSP, and the plan will simply cross-reference those policies in the Metro Plan.

Chapter 4 of the plan (Public Facilities Needs Analysis) contains maps showing the service areas of the public facilities and services systems. Those maps have been replaced with new maps which have been re-numbered, so minimal changes are proposed for Chapter 4.

Chapter 6 of the PFSP sets forth the process for amending the plan. The proposed revisions are meant to more closely match the amendment process found in the Metro Plan.

Next Steps

There will be further opportunities to provide public comment at upcoming public hearings.  In the late Fall of 2023, the Planning Commissions of Lane County, the City of Springfield, and the City of Eugene will conduct a joint hearing at which the public will be invited to participate.  The Planning Commissions will make recommendations to their elected bodies regarding the proposed changes to the PFSP.  In early 2024, the Eugene City Council, Springfield City Council, and the Lane County Board of Commissioners will conduct a joint hearing where additional public comment will be received.  When those hearing dates have been determined, they will be posted on this webpage.
