Unified Planning Work Program

*comments will be accepted March 22, 2024 to May 1, 2024.

Each year, the partner agencies of the MPO work with the Oregon Department of Transportation (ODOT), the Federal Highway Administration, and the Federal Transit Administration to update and adopt a Unified Planning Work Program (UPWP) for transportation planning that covers a two-year period. The MPO updates this plan with a interim addendum the following year that identifies any changes to the work plan.

 

The UPWP for Fiscal Years 2024 and 2025 contains the following:

  • Planning tasks in seven program areas authorized over the two-year period.
  • Federally funded studies and all relevant state and local planning activities related to integrated transportation planning conducted without federal funds.
  • Funding sources for each program area, and
  • The agency or agencies responsible for each task or study.

The changes and updates to the UPWP included in this addendum are as follows:

  • Updated Certification Review Findings from September 28, 2023.
  • Updated Planning Project products and timelines, and
  • Special Project review and updates.

Funding

The adoption of the UPWP also programs fiscal year 2025 Surface Transportation Block Grant (STBG) and Transportation Alternatives (TA) funding for the following programs.

  1. STBG Regional Planning - $813,552
  2. STBG Regional TDM - $334,336
  3. TA and STBG SRTS- $408,057
  4. STBG e-tip licensing- $21,366

A public hearing for the draft addendum to the UPWP was held at the April 4 meeting of the Metropolitan Policy Committee. Public comments will be accepted through May 1st.

Public Participation Plan

The draft 2024 Public Participation Plan of the Central Lane MPO is available for public review and comment through May 12, 2024.  The Public Participation Plan is a continuing, cooperative, and comprehensive transportation planning process. The MPO adopts a public participation plan that is developed in consultation with all interested parties and provides reasonable opportunities for all interested parties to comment on all aspects of the MPO transportation planning process. It describes how the MPO informs, consults, engages, and collaborates with the public and other stake holders in the development of key MPO work products. 

A public hearing for the draft Public Participation Plan is requested to take place at the April 4 meeting of the Metropolitan Policy Committee.

Comments on the following requested amendment to the Metropolitan Transportation Improvement Program will be accepted until May 9, 2024. The Transportation Planning Committee will consider this request at their meeting on May 16.

 

Project Name: Chambers St seismic bridge retrofits (Eugene)

Applicant: Eugene

STIP Key Number: 21383

Description: Seismic strengthening of bridges in the event of a seismic event.

Funding: $2,200,356.63 (Urban Surface Transportation Block Grant)

Proposed Changes: Add $1,754,061.35 of local funding to construction phase.

Notes on Changes: Additional funds are needed due to updated cost estimate.

Action: These changes are requested by the applicant or certified agency on the applicant’s behalf. CLMPO approved the original project scope for inclusion in the TIP. Any changes must be approved by the MPO upon consideration of the federal requirements of Title 23 U.S.C. 450.326. MPO approval signifies that this project is consistent with the goals and objectives of the MPO’s Regional Transportation Plan and meets the federal requirements for inclusion in the TIP.
