Unified Planning Work Program

The Unified Planning Work Program (UPWP) is a federally required document describing the transportation planning activities to be undertaken within the Central Lane metropolitan area. These activities are performed in response to the requirements specified for metropolitan planning organizations in federal regulations (Titles 23 and 49). The Central Lane MPO's UPWP covers a 2 year period and is reviewed annually by USDOT, ODOT and the MPO's policy board.

Within the guidelines set by the U.S. Department of Transportation (USDOT), the UPWP sets priorities for transportation planning activities within the region. These priorities are responsive to the goals set by the MPO's Regional Transportation Plan (RTP), and development of the UPWP provides local transportation agencies with the opportunity to identify their regional planning needs, objectives and products.

UPWP Details

The UPWP contains detailed information about the following elements:

The planning tasks and studies that will be conducted within the 2 year period
All federally funded studies as well as all relevant state and local planning activities conducted without federal funds
Funding sources identified for each project
A schedule of activities
The agency responsible for each task or study

Funds

In addition to the planning funds that the MPO receives from USDOT on a formula-basis, the UPWP also utilizes surface transportation funds that are allocated by the MPO policy board. These fund the regional planning activities of the MPO and MPO partner agencies including the Cities of Coburg, Eugene, and Springfield, Lane County, and Lane Transit District.
